On Tuesday August 13, 2019 CKL Council met for a little over two hours dealing with a myriad of small but important City issues.

ANNOUNCEMENTS

Councillor Dunn

  • Condolences were expressed to the friends and family of Bill McLaren, a valued member of the Lindsay Ops Landfill Review Committee since 2015, who recently passed.

Councillor Richardson

  • Beef and Corn Annual Dinner at the Pontypool Community Centre is August 25 from 4pm to 7pm

  • The Second Annual Music in the Park event is presented by the Janetville Athletic Association on August 27 from 4pm to 8pm at the Janetville Community Park

  • The Manvers Historical Society is hosting Saluting Our Citizens Over 80 on September 8 from 2pm until 4pm at the Pontypool Community Centre

  • The First Annual Show and Shine event featuring motorcycles, ATVs, and side by sides is being hosted by the Bethany Athletic Association on September 15

Councillor Ashmore

  • Welcome to Mickael’s Cafe, a new business expanding to Omemee

  • Congratulations to the new owner of Coffee Time in Omemee

  • The Dunsford Library Speaker Series continues on August 20 from 7pm until 9pm at the Dunsford Library featuring nature photographer Dave Ellis

  • Deputy Mayor Elmslie will be hosting a round table about roads at Coronation Hall in Omemee on September 5 at 7pm

Councillor O’Reilly

  • The Sixteenth Annual Kawartha Lakes Cycling Tour is on August 24, sponsored by Canadian Tire and Boston Pizza

  • The Annual EMS Golf Tournament will be held at Lindsay Golf and Country Club on August 21

  • The Lindsay Exhibition hosted their third national/international horseshow in early August attracting riders from all over North America

  • The Annual Labour Day Picnic will be held on September 1 at 12pm at Old Mill Park in Lindsay

CONSENT MATTERS/DISCUSSION

Supply and delivery of Maintenance and Safety Clothing

Cintas Canada Ltd. of Lindsay was selected for a three-year contract to provide maintenance and safety clothing for CKL municipal employees. Pending satisfactory performance, mutual agreement, and annual Council approval, the contact may be renewed for an additional three years.

Ambulance Remounts

Crestline Coach of Saskatoon will be awarded the contract for three ambulance remounts for 2019 at the cost of $350,372 plus HST. Following the successful completion of the 2019 remounting process, Crestline will be awarded an additional three-year contract for ambulance remounts through to 2022.

Contract for new ambulance Power-LOADS

Stryker EMS Equipment was awarded the contract for four new ambulance Power-LOADS at the cost of $105,283. Following the successful purchase/installation of the 2019 Power-LOADS, Stryker will be awarded an additional three year contract to provide Power-LOADS to the City through 2022. A Power-LOAD is an electronic lift that aids paramedics in getting the stretcher in and out of the ambulances, and it also stabilizes the stretcher and patient once inside the vehicle.

Hot and Cold Patching Services

Marquis Snow and Ice was awarded a $92,660 contract to provide hot and cold patch repair services to City roads. If the contract is fulfilled satisfactorily another three-year contract will be awarded for similar work commencing 2022.

Repairs at the Lindsay Water Treatment Plant

Ecodyne Ltd. has been awarded the repair contract to rehabilitate the reactivator-thickener at the Lindsay Water Treatment plant at the cost of $280,000 plus HST. A reactivator-thickener is a piece of equipment used for removing sludge from water being cleaned for municipal use.

Speed Reduction – Portage and Valley Road

An engineering report was accepted that will extend the 60 km/h zone on Portage Road from Simcoe Road to an existing 60 km/h zone 1100m west of CKL Rd 46. The speed limit of Valley Road from Frank Hill Road to a point 600m east will also be posted at 60 km/h.

Gravel Road Rehabilitation

Royel Paving was awarded a gravel rehabilitation contract with the City for a quoted price of $1,503,604 plus GST.

Public washrooms in Coboconk and Fenelon Falls

Staff will prepare a report for Council regarding the building, operating and maintenance of two new public washroom facilities. One will potentially be located in downtown Coboconk, and one will potentially be located in downtown Fenelon Falls. The report is due Q1, 2020.

By-law Enforcement

Council approved the hiring of an additional by-law enforcement officer for “limited by-law enforcement purposes.”

Bargaining updates

In closed session, Council was provided with bargaining updates on talks with the Ontario Nurses Association and the Kawartha Lakes Professional Firefighting Association Local 1701.
